There is a real risk to end up thinking that those who do not seek the truth it is because they are predetermined to act in such a way. But as Saint Augustine makes clear, from the very beginning we are given the possibility to decide. It is up to us, it is in our free will to decide whether to remain in the Good that has been given to us from the beginning or to choose Evil. The choice, obviously, always takes place following certain signs that appear around us, we are immersed in a system of created nature, and through this system, we are interacted, interoperated and connected with the One who set this whole system in motion, in lay terms with the Moment-When-The-System-Originated.
